The mission of the Federal Aviation Administration (FAA) is to provide the safest, most efficient aviation system in the world. In line with this mission, the FAA provides the U.S. National Airspace System (NAS)—the largest, busiest, most complex, and technologically advanced aviation operation in the world—with the infrastructure to support all air operations within the U.S. and certain oceanic areas. This responsibility ranges from air traffic control, system security, and safety to international coordination. Since 2001, Parsons has supported the FAA’s mission—which must be met with excellence 24/7/365—through two Technical Support Services Contracts (TSSCs):
- TSSC III (2001–2011). This $1 billion contract, awarded in December 2001, supported the FAA’s Capital Investment Plan modernization efforts. We were responsible for ensuring that the FAA’s systems and equipment were properly installed, tested, and functioned at 600+ locations, including airports, remote unmanned sites, and military installations. We employed an average staff of 600 with both professional and technician-level personnel. During this contract, we executed 3,000+ work orders to provide contract management; logistics and property management; safety, health and environmental services; engineering services, and fire protection services. Approximately a third of the work orders required flexible, quick action to respond to short timelines.
- TSSC IV (2012–2022). This $1.3 billion contract, awarded in August 2012 with a 4-year base period and two 3-year options, encompasses professional engineering, construction, equipment installation, drafting, and other technical services. Our win of this second TSSC contract highlights our capabilities, including our ability to self-perform work and generate real-time financial and schedule information. As the prime T4 contractor, we are implementing key projects—including the Wide Area Augmentation System Aeronautical Survey Program, the Aviation Weather Camera Program, and repair/restoration of thousands of communications towers nationwide—to modernize the NAS and support the FAA’s strategic transformation to the Next Generation Air Transportation System.
