For more than 11 years, Parsons has been jointly responsible for this highly complex, mission-critical base operations and support contract with the U.S. Navy. Our job as a member of a joint venture (JV) with PAE Technical Services has been to help manage high-value assets of the military on Guam, including ordnance, facilities, and state-of-the-art utility systems. We have provided base operations and logistics services; design, engineering, and concept studies; and operations and management services to 17,000+ U.S. military personnel on Guam and throughout the Marianas. We have also supported sustainability efforts through environmental compliance and operations:

  • Environmental Compliance. To ensure the base is environmentally compliant, we performed National Pollutant Discharge Elimination System reporting and Emergency Planning and Community Right-to-Know Act reporting. We also provided pollution-prevention measures, National Environmental Policy Act management, Polychlorinated Biphenyls management, Hazardous Waste Management, and Aboveground Storage Tank/Underground Storage Tank management programs.
  • Operations. We supported solid waste permitting and reporting, all Resource Conservation and Recovery Act permits, and hazardous waste and spill cleanup. Also, we finalized an environmental baseline survey and presented it to the Navy in just eight months.

In addition to supporting sustainability efforts of military facilities on Guam, the JV also has a robust safety and occupational health program with world-class recordable injury and days away, restricted, or transferred rates. For more than nine years, the JV also managed the Navy Safety and Occupational Health Program, consisting of 30 subordinate programs, until its management was converted to a small business set-aside contract on January 1, 2015.

As part of the JV—consisting of 800+ employees and credited by NAVFACMAR as providing sustained exceptional performance—we have earned an average award fee score of 96% over the life of the contract. Our Exceptional ratings are, in part, a result of our small business subcontractor utilization for which we have averaged awards of 97.45 over the same period (consistent 100’s for years 2010-2015). We have also been recognized for business processes, communications and partnering as well as for our continued efforts in the areas of cost control and savings, overall responsiveness to government requests, continued improvement in procurement/supply chain management, and exceptional weight handling equipment support to the fleet.
